Create a Test Kit for conformance to S-RAMP.

It should be looked at by the TC to create a set of test cases that will certify conformance to the published standard. These test cases should take in to account all the item that are required by the specification and certify that by running the test suite and passing all tests it is reasonably certain that the implementation would be able to interoperate with any other implementation that also passed the test suite.
