When I started writing this comment I didn't realize there were so many section references. All section references should be hyperlink references to the appropriate section. It does make more work for the TC but on the other hand, every implementer and reader of your specification will be saved time and trouble chasing references. Hypertext was supposed to make references easier to use. Let's help fulfill that promise.
