What is an "Implementation" is not defined in the conformance clause or before. Is it a PDP implementation? PEP? Policy?

A lot of requirements seem to apply to Policies - but the conformance clause seems to ignore the conformance of Policies artifacts themselves, as it seems to concern only entities that "performs evaluations" ? This would mean that there are many normative requirements for Policy artifacts unused for conformance. Need to have a separate conformance clause for each possible type of Implementation.
