      BTW, a very clean presentation and labeling of content throughout.

      Under 4.4 Context Handler, I read:

      • Current attributes mode
      In current attribute mode, when a delegate attribute is dynamic, the value of the attribute MUST be used as it is at the time of the access request being processed.
      • Historic attributes mode
      In historic attribute mode, when a delegate attribute is dynamic, the value of the attribute MUST be used as it was at the time when the policy, from which the delegate was derived, was issued.

      It looks like there is either an unindented unnumbered list, which should have the following paragraphs indented, or, sub-sections were intended but were not numbered. I can't tell which. It is clear what was meant but not how you wanted to say it.
