      Description

      Not distinguishing keywords typographically from non-normative regular use of these terms is ambiguous:
      In EXT01:
      “that extension collection shall be optional and not repeated”
      So is "shall" a keyword. Is "optional" a keyword too? How should I guess? Then what does "shall be optional" mean? is there a difference with just "is optional"?
