      Move text following section 1 and 2 but before 1.1 and 2.1, respectively, to new sub-sections and re-number existing sub-sections accordingly.

      Sections 1 and 2 are immediately followed by text and then sub-sections. That makes it difficult to know of a reference to Section 1 means only the text following section 1 or does it include 1.1 to 1.3, inclusive?
