      The text makes no distinction between normative and non-normative text. One assumes that the hanging paragraph of Section 1 is non-normative, as is Section 5. On the other hand, 1.1 - 1.3, inclusive, are presumed to be normative, but the normative/non-normative status of 2.1, is doubtful.
