      1.2 Normative References reads in part:

      [RFC 3023] IETF (Internet Engineering Task Force). RFC 3023: XML Media Types. M. Murata, S. St. Laurent, D. Kohn. 2001.

      The RFC Editor's bibliography shows that RFC 3023 has been superseded by RFC 7303. http://www.rfc-editor.org/in-notes/rfc-ref.txt

      The correct citation for RFC 7303 is:

      Thompson, H. and C. Lilley, "XML Media Types", RFC 7303, July 2014, <http://www.rfc-editor.org/info/rfc7303>.

      What label you use for the reference is up to you but the RFC editor label is RFC7303.
