      Mark Appendix A as normative or non-normative and decide what it is supposed to be doing.

      It isn't clear if Appendix A. The DocBook Media Type is normative or non-normative.

      Further, the first line reads:

      "This appendix registers a new MIME media type, “application/docbook+xml”."

      Actually, no, Appendix A cannot register a MIME media type. It could report the registration of a MIME media type but in and of itself, it isn't the registration of a new MIME media type.
