      Insert a subsection under section one that says notes are non-normative as well as marked material.

      Recast the text to separate non-normative material from normative statements.

      Personally I would delete all the requirement statements. They add nothing for implementers who are checking conformance requirements. At worst, put such material in a non-normative appendix.

      The separation of normative from non-normative content isn't clear. Granted that the appendixes are marked as non-normative but the rest of the draft lacks that distinction.

      Non-normative material includes:

      Material immediately following section 1 header

      Section 2 in its entirety. Requirements may be interesting but have no impact on conformance, the test for "normative" text.

      Section 3, material immediately following section 3 header, 3.1 through 3.2.1, 3.3 and 3.4, specify no semantics or constraints relevant to conformance. Only 3.2.2 and 3.2.3 are normative.

      Section 4.4, the datatypes that are irrelevant to envelopes.
