      Once there is a meaningful section 4, re-write the conformance clause to reference which general or mandatory requirements are being specified. Be specific.

      Once there is a meaningful section 4, re-write the conformance clause to reference which general or mandatory requirements are being specified. Be specific.

      The conformance clause (Section 5) references Section 4, which itself references a computer generated PDF file that does not follow RFC2119.

      Under a) - it isn't possible to determine what "general requirements" were intended by the TC.

      Under c) "...meets all the mandatory provisions..." the failure to follow RFC2119 prevents discovery of the mandatory provisions.
