Stability of schema is unclear

      The decorated XML schema in Appendix A reads, for its top element "THIS IS NOT A FINAL VERSION - THIS IS A BETA DOCUMENT...etc."
      So that does not look like a stable version.
      Shouldn't the TC wait until it stabilizes this schema before approving this as a committee specification? When will it go beyond "beta" status?
