Unclear conformance target in the Conformance clause of the Naming Conventions specification. What is supposed to be conforming should be identified up-front. Is it a "Work"? a document? The term "XML file" used in one part of the clause is too vague. Need to relate to a resource/object that is specific to the normative context.
