Naming Conventions specification: the narrative content talks inappropriately of "conformance levels".

      Description

      In section 5.4.1, the narrative is mentioning "level 1", "level 2" of conformance. This is inappropriate: only the conformance clause should talk about conformance to this specification. Plus, these "levels" are actually not defined in the conformance clause. If there are levels, there should be as many conformance clauses named after these levels and clearly mentioning levels. But then it is expected that Level 2 includes Level 1, etc. That does not seem to be the case in the "four" parts of the Conformance section. Does this specification refer to the "levels" of conformance in specifications Part 1 and 2? That is even less appropriate. There should not be any reference to Part 1 & 2 (these are not even in the ref sections), as Naming Convention should be independent from Part 1 & 2 . The opposite is true: Part 1 & 2 build upon this one.
