There is no distinction made between normative and non-normative text. Which makes it impossible to write meaningful conformance clauses.
For example, one assumes that most of the content of sections 2, 3, and 4 is non-normative but those sections are not so marked.
There needs to be a clear deliniation of normative versus non-normative content in order to have meaningful conformance clauses.
