      Taking section 3 as an example in part 1, if I were to refer to "Part 1, Section 3, do I mean the prose between 3 Scope of the Language and 3.1 Document Format, or, do I mean all of section 3?

      That is the essence of a hanging paragraph, an ambiguous reference.

      Please re-edit to remove the hanging paragraphs.
