Under Additional Artifacts, the description of part 3 reads in part:
"...It is designed for implementers who want all OASIS-approved specializations."
The same language appears immediately following: 1.1 About the DITA specification: All-inclusive edition, and, following: All-inclusive edition (this edition).
I think you are using "OASIS-approved specializations" to refer to "learning and training specializations." Yes?
I ask because an implementer could "specialize" DITA based on Part 3 and not have an "OASIS-approved specialization." Yes?
Thinking it would be better to explicitly say: "...for implementers who want all specialize DITA for learning and training."
Extension beyond the current standard is certainly possible but then it isn't OASIS-approved.
