      Both SVG 1.1 and MathML 3.0 should be normatively cited in the draft and then reference made to the specific portions or conformance requirements of each that are to be required of DITA implementations and/or documents.

      MathML appears in the normative references but then is not cited elsewhere in the draft. True, it is referenced some 90 times but the normative reference is never used.

      As in telling the reader what parts of MathML must be conformed to in order to be a conforming DITA implementation or document.

      The same is the case for SVG 1.1, except that it appears 77 times (in all caps) but the normative reference is never used.

      As I pointed out in TAB-1262, conformance to SVG 1.1 is no simple matter and SVG itself offers options for conformance.

      Not stating which forms of SVG conformance are necessary to be a conforming DITA implementation leaves implementers at a severe disadvantage.
