Proposal:
Shouldn't a conforming DITA document be valid according to the DTD or one of the schemas? As it reads now, it needs only to be well-formed.
The line:
"Its content conforms to all DITA requirements for element content and attribute values."
Should read: The document is valid against (DTD/schemas) and conforms to the semantics defined in DITA 1.3
