In the clause for DITA docs: "The use of non-DITA-conforming document type declarations or schemas for conforming DITA documents MUST NOT affect the ability of processors to process those documents." This is more like a conformance requirement for DITA processors. Unless you can separately state the conditions in a DITA document that will ensure acceptance by DITA processors.
