Following on from "might not" it occurred to me to look for "might," which could be viewed as an alternative to "may."
The comprehensive draft has 213 instances of "might," where you may (sorry no pun intended) to say "MAY."
Careful readers aren't going to pick up on "might" because you defined the requirement terms as RFC 2119.
