Correct all instances of "need" to either MAY or may (if not a requirement).

After looking for "might" I looked for "need."

The comprehensive draft has 242 instances of "need," where you could say "MAY."

      For example, 3.10.3.12 <propvalue>:

"The <proptype> element need not be repeated"

      Shouldn't this read:

The <proptype> element MAY not be repeated."

      Yes?

Check all the occurrences of "need" for similar keyword issues.

Careful readers aren't going to pick up on "need" because you defined the requirement terms as RFC 2119.
