The citation to RFC2119 appears under 1.3 Non-Normative References, should appear under 1.2 Normative References.
BTW, the citation: Bradner, S., “Key words for use in RFCs to Indicate Requirement Levels”, BCP 14, RFC 2119, March 1997. http://www.ietf.org/rfc/rfc2119.txt.
was correct (you may have had an older template) but the IETF have updated their citations to use DOIs, the correct format now reads:
Bradner, S., "Key words for use in RFCs to Indicate Requirement Levels", BCP 14, RFC 2119, DOI 10.17487/RFC2119, March 1997, <http://www.rfc-editor.org/info/rfc2119>.
