      Description

      In MIN conformance clause we read: "This non-normative section SHOULD be considered by conforming implementations and specifications".
      Well, that kind of recommendation has not been deemed worth of being normative text. It should not be treated as such by the conformance clause. (SHOULD keyword) - there is no way to assess such a conformance feature. In other words, conformance clause should not interpret normatively a text claimed to be non-normative in the main body. (now, a conformance clause could add other specific requirements at implementation level that would not be appropriate in the main spec, but that is another case.)
