Normative keywords do not seem to follow the typo conventions.

      At several places there seems to be normative requirements, but they use only lower case keywords (e.g. "must" in 4.3.), while 1.1 implies the keywords will be uppercase. So we find both MUST and "must" at different places. Need to harmonize.
