      Conformance

      Description

      The conformance clause only refers to section 3.3. Yet there is lots of normative content in Section 2, as well as 3.4, 3.5, etc. Isn't a BDE implementation supposed to satisfy these requirements (when applicable)? Even if some of these are captured in the schema, I assume there is a reason why they are spelled out in these additional sections. They should then be referred to by the conformance clause.
