unclear conformance targets

      Conformance

      Description

      The conformance section should distinguish what is/are its conformance targets, i.e. what types of implementations we are talking about.
      We read there are BIAS implementation (processors), but also BIAS messages Section 4 "(the BIAS messages implementing BIAS operations ...")
      So can we say that a BIAS messages is conforming? or only "BIAS implementations". The conf clause(s) should clarify. The conformance target(s) should be clearly identified in the conformance section, if not before.
      In case we do not care much about saying that BIAS messages conform to the spec (i.e. if we do not consider them as conformance target(s) , there are still many requirements for "BIAS messages ". Then the conf clause should be worded as: "a BIAS implementation is conforming if.... and if it can read and send messages that satisfy all the requirements in section 4."
