      Description

3.1 Common Properties id reads in part:

      *****
Because the object type is part of the identifier, it is not possible for objects of different types to share the same id.
      *****

Ideally yes, but what if in case of human error, the wrong object type is assigned to an object along with the same ID as an object of another type?

Shouldn't there be an error condition for two objects of different types (different properties) sharing the same ID?
