The Requirements document has been approved on Feb 23rd as CD01 with a Designated Cross-Reference Change per Section 2.19 of the OASIS TC Process document to the following specification: "Telecom SOA Use Cases and Issues Version 1.0 Committee Specification 01".
This latter document is currently being voted as CS, the ballot will close on March 8th (but as of now all eligible voting members have voted yes).

So before the Public Evaluation of "Telecom SOA Requirements Version 1.0 - Committee Draft 01" begins, a correction in the normative references (page 7) must be made to include the correct url link for [SOA-TEL 1.0] as Committee Specification instead of Committee Draft 01 / Public Review 01.
