than "CSD03", in line with our legacy practice.

completed "Committee Specification Draft" with the final edits as instructed

The specification Annex B.3.4 summarizes changes from UBL 2.0 to this CSD3.

The specification Annex B.3.5 summarizes changes from UBL 2.1 PRD 2 to this
CSD3.
