Revised COS 02 to address issues with link to RFC2119
We experienced a problem when building a pdf from the .doc - page 15 was a
blank
page. Hopefully this can be resolved. The TC would also prefer that the html
version was authoritative. Finally, Peter has sent some information regarding
the fonts used in the pdf creation so that display on linux was consistent.
