Coordinate with OASIS DITA TC to regster IANA Media Type

Per OASIS DITA TC member conversations beginning 2014-10, a task was identified for specifying and registering "DITA" Media/MIME type(s) with IANA. This task renews a similar action initiated earlier, but not completed. Initially, Scott Hudson has been tasked to coordinate with Robin Cover, who coordinates and manages IANA/IESG registrations for OASIS TCs.
