Notes:
As you can read in the minutes, we have processed and accepted the
disposition
of comments for cnprd01 and produced cnd02 without initiating a formal
public
review.

We "will continue to invite public comment on the latest versions of these
specifications until such time as we agree to progress the documents to their
next steps in the process". So we need to mount the cnd02 so that the public
is
accessing the repaired version.

We want to keep it open that people can send us comments. We don't want to
finalize these until we find there is some real-world use of it out there.
If
anyone finds a problem then we can progress these without having to backtrack
from any finalized documents.
