Load XLIFF COS02 and issue call for consent to membership

      The SMV to approve XLIFF v2.1 with non-material changes as COS02 and approve presenting it to the membership in a call for consent passed. See the ballot at https://www.oasis-open.org/apps/org/workgroup/xliff/ballot.php?id=3166&referring_url=%2Fkws

      The working draft for COS02 is at http://tools.oasis-open.org/version-control/browse/wsvn/xliff/trunk/xliff-21/cos02.zip. The approval date will be 24 January 2018.

      This ticket is to manage loading COS02, the change log for COS01, and starting the call for consent.
