      Abstract: This specification standardizes two new SAML Attributes to identify
      security subjects, as a replacement for long-standing inconsistent practice
      with
      the and constructs, and to address recognized deficiencies with the SAML
      V2.0
      urn:oasis:names:tc:SAML:2.0:nameid-format:persistent Name Identifier format.

      This is the third CSD for this document and includes a substantive addition,
      in
      response to the last public review, of an XML Schema submitted to the TC by
      the
      Shibboleth Project for inclusion in this draft.

      The schema is licensed under Apache 2.0 (compatible with the TC's IPR
      policy),
      and is (c) The Ohio State University. I included that additional copyright in
