I know CIQ is an old spec but it's still used and relevant.
From

a user can download the following
- OASIS CIQ xPRL V3.0 Approved Committee Specification (Released
November 2009). - OASIS CIQ V3.0 Approved Committee Specifications CS02 (Released
November 2008)
Maybe I'm missing something, but the content at
http://docs.oasis-open.org/ciq/v3.0/ seems different and incomplete:
- There are three public review directories, but there is no "cs02"
directory.
- The content of http://docs.oasis-open.org/ciq/v3.0/specs/ is actually
the PRD03 content, not the CS02 content.
- There is no "xsd" subdirectory here that has the XSDs for the CS02 in
the package.
So that leaves any user that would want to set a "schemaLocation" to for
example xAL.xsd in one of her own XSDs unable to do so?
Similarly, under http://docs.oasis-open.org/ciq/v3.0/xPRL/, there is a
specification under
http://docs.oasis-open.org/ciq/v3.0/xPRL/cs01/specs/, but no "supp"
and "xsd" subdirectories, so also this schema cannot be referenced.
The OASIS CIQ xPRL V3.0 package has an ciq-xprl-v3 directory with a
"spec" folder (only doc and HTML, no PDF), but there the CS01 is dated
1st of November 2009, whereas on
http://docs.oasis-open.org/ciq/v3.0/xPRL/cs01/specs/ciq-xprl-specs-cs01.html
the specification date is set to 11 November 2009. How can these dates
be different?
Directories are sometimes called "specs" and sometimes "spec".
My suggestion would be:
1) for xPRL, under http://docs.oasis-open.org/ciq/v3.0/xPRL/cs01/,
add the "supp" and "xsd" subdirectories with content from the package.
2) for the others, under http://docs.oasis-open.org/ciq/v3.0/, add a
"cs02" package, add the "xsd", "supp" and "spec" subdirectories from
the package,
3) Change the http://docs.oasis-open.org/ciq/v3.0/supp link to point to
the new http://docs.oasis-open.org/ciq/v3.0/cs02/supp
4) Change the http://docs.oasis-open.org/ciq/v3.0/specs link to point
to the new http://docs.oasis-open.org/ciq/v3.0/cs02/spec (or specs)
Items (1) and (2) don't break any existing links, and (3) and (4) seem
to correct what has been wrong since 2009.
