Register OData Repeatability Request headers with IANA

Mark sent email asking:

The OData TC committee has another Header Registration request that we would like to submit to IANA. This is for the Repeatable Requests Committee Note. I am not sure whether this document being a Committee Note vs a Specification changes anything with the request.
