Set up OASIS Editorial Resources Kavi group and a mirror GitHub organization. Any OASIS member can join the Kavi group. Any can participate in the GH. Kavi accepts email from anyone but non-group members mail is moderated.

Declare it covered under the non-assertion IP mode. This gives us a mailing list, a roster, a ballot facility (should anything ever come up for a vote), a calendar (should we ever want to convene meetings), and a public-facing web presence on the OASIS site used as a splash page to list pointers to style sheets, documentation like the editor's handbook, etc.

Organize the GH org using repos, e.g. docbook-templates. Each repo has their own maintainers. We also move, update, and maintain the OASIS Style Guide we worked out with DITA last year to there and probably beef it up further as needed.

Some resources - for example, the motion language template - may be stored on the Kavi but again, regardless of where it lives, there are links available from the home page.
