Description:
As per issue https://issues.oasis-open.org/browse/OFFICE-2580
the OASIS Open Document Format for Office Applications (OpenDocument) TC
decided to add a new MIME type in OpenDocument 1.3, which is an OASIS
standard since 2021.

Thus the media type
"application/vnd.oasis.opendocument.text-master-template" needs to be
registered with IANA.

There are comments in the issue about a communication in 2015 between 2
former TC chairs and Robin Cover from OASIS regarding this, but nobody
currently with the TC knows what became of that; so this proposal was
drafted by liberal application of Copy and Paste.

    Security considerations:
Documents may contain script programs which are able to perform various
actions on behalf of the user. Applications should make the user aware of
this fact when opening a document of unknown/not-trusted origin.
Documents stored in the OpenDocument format may embed external objects
and/or may include hyper-links to other objects. Implementors should pay
special attention to security of resolving such external references.
    In order to protect the privacy of information stored in documents,
    the OpenDocument v1.3 specification describes mechanisms by which
    applications can encrypt and verify the integrity of documents
    (e.g. digital signatures) in an interoperable way.
