Archive TC Github repos for UBL TC

      Is there a way to flag a TC repository as "archived"? We have no
      need anymore for these two repositories, as their functions have been
      subsumed entirely by the one "ubl" repository:

      https://github.com/oasis-tcs/ubl-2.3-artefacts
      https://github.com/oasis-tcs/ubl-2.3-hub
