It should be possible for nested templates to define operations in addition to those defined by the node type it is implementing.

The core idea behind nested service templates is that an entire service template can represent (or implement) a node type. Since the node type is implemented by a topology of nodes, it is useful to allow the nested template to define additional operations which may be appropriate for or facilitated by the nested topology.

More specifically, it should be possible for nested templates to define operations in addition to those defined by the node type it is implementing.
