TOSCA artifacts doesn't resolve version dependency

      The TOSCA Artifacts has a key name 'mime_type' to describe the file contents for an artifact and 'file_extensions' to to describe the file extension for an artifact, however there is no way to describe the required version for an artifact. For example, a Python module requires a particular version, 3.4.2, but it can not be expressed with the current options for artifact.
