Minor Clarifications are Needed in the Charter to Better Support the v2 TOSCA Spec

Preparation for v2 spec work by co-chairs resulted in some very minor proposed changes to the charter in order to clarify the TCs interest in v2 of the spec on the development of a simple base model. The charter already supports this, but less clearly. Also, a sentence was added to highlight that TOSCA would likely be an important foundation and certainly relevant for what is sometimes referred to as "Software Defined Datacenters."
