Extend UBL-2.2 QualifyingParty

"The CA needs to gather the following information about an entity that has been pre-qualified in a nation PQ System:

1- Name of the PQ System
2- ID of the EO in the PQ System
3- References on which the qualification is based"

UBL already addressed this need in the QualifyingParty, but we need to agree on how we use this element. See the column "Technical Solution".

Proposed solution:

1. The QualifyingParty does not have a placeholder for the ID or name of the PQSystem. Could we add them?
2. For the ID of the EO in the PQ System we could use the QualifyingParty/Party/Party Identification. Would this work for UBL?
3. For the References, the element QualifyingParty/CompletedTasks would be used.
