Missing elements about criteria weighting

      In the QualificationApplicationRequest and QualificationApplicationResponse there are two elements missing (haven't we talked about these beofre):

      1. cbc:WeightScoringMethodologyDescription , cardinality 0..n
      2. cbc:WeightingType, cardinality 0..1
