Cardinality of cac:TenderingCriterionResponse...shouldn't it be 1..n?

      I just onoticed that In the QualificationApplicationResponse document the cardinality of the TenderingCriterionResponse is 0..n.

      Does it make sense to have a "Response" document with no responses whatsoever?
