Cardinality of cac:TenderingCriterionProperty should be 0..n in cac:TenderingCriterionPropertyGroup

      The current cardinality, 1..n, creates a problem: sometimes one is obliged to create a “dummy” meaningless property just to not break the cardinality constraint. See this for an example of what we DO NOT WANT to do:
