Update conformance clause to include conformance with additional Extension constraints

      During the Copenhagen face-to-face meeting it was agreed to clarify that extensions should only be used to express information that cannot be expressed using existing UBL vocabulary and where it is either not necessary for the recipient to understand the extension or where the use of the extension has been agreed between trading partners.

      To reflect this in the UBL specification, it was agreed to update the conformance as detailed below.
