Removing the ABIE Reuse Table

Both UBL 2.0 and UBL 2.1 have the ABIE Reuse Table HTML file as part of the documentation.

The ABIE Reuse Table reports for each ABIE the list of ASBIEs found in the ABIE, and the list of ASBIEs that are associated with the ABIE (though it does not report the name it uses when it is associated with the ABIE, which may not be the same as the name of the ABIE).

This information is also found in the HTML summary reports. The list of ASBIEs found in the ABIE can be seen in the tabular description of the ABIE. The list of ASBIEs that point to the ABIE, and the name with which they point to the ABIE, can be seen in the summary description of the ABIE.

I think we can exclude the ABIE Reuse Table in this and future releases of UBL.
