Deprecate TenderStatus and TenderStatusRequest

The intended usage is unclear. Based on the name, one might assume it refers to the status of a specific tender (i.e., a formal proposal submitted by an economic operator). However, the definition indicates it pertains to the tender procedure. In practice, Peppol uses Call for Tender for this purpose.

During our Luxembourg face-to-face, the TC reviewed the contents of both the TenderStatus and TenderStatusRequest documents and confirmed that they are indeed about the tender procedure, not individual tenders. This mismatch between name and function creates confusion, as "tender" and "tendering" represent distinct concepts.
